London may drop plans to exempt low-emissions cars from congestion charge

The London Mayor Ken Livingstone may not go ahead with earlier proposals to exempt low carbon cars from the London congestion charge according to a report in The Times. The Mayor had suggested that there would be free entry to the charging zone for VED bands A and B cars with emissions of 120g/km or less, but concern is reported to have been increasing that the objective of cutting congestion might be compromised due to the growing popularity of smaller, low emission cars for city use.

Average traffic speeds in the London Congestion Zone have recently fallen to below pre-congestion charge levels. It is suggested that Transport for London still intends to introduce a £25 charge for high emission cars while retaining the £8 charge for most vehicles, according to the LowCVP newsletter of 21 December.
